Tracker: #3937

Cuts sak 0.3.12 from master 8c2ce26e, so the runners take #3936's fix (PR 192, e32207a5) and an agy account can sign in: the runner closes a terminal login's terminal before it kills and reaps the login, so the main thread no longer blocks in the reap of an agy login killed with redraws still unread.

The branch changes two lines:

src/version.sx: VERSION :: "0.3.12";
README.md: the tarball name sak-0.3.12-macos-arm64.tar.gz

The branch touches no file under web/, so it adds or changes no golden.

The live sak reports 0.3.11 at 5c98cb5, and src/db.sx has not changed since, so the first start of 0.3.12 runs no migration.

Gates at the head adcac299, on s32: fast gate run 952 passed, and full gate run 954 passed. In full, tests/run.sh built 69 tests and ran them all, sign_in.sx (#3936's regression) included. release.sh wrote dist/sak-0.3.12-{macos-arm64,linux-x86_64,linux-arm64}.tar.gz, step9 passed, the deploy contract passed, vitest gave 448 passed, the main Playwright config gave 777 passed and 1 skipped, and the runner config gave 10 passed.

Deploying (a backup of the live sak.db, a rehearsal of the image on a copy, scripts/deploy_nas.sh with a long --wait, rollback on failure) and Update all follow the merge.
